Skipper probably thinks of Marlene as more then just a neighbor, but also as a good friend, possibly just like his 'BFF' Julien(but more likable). Maybe he even thinks as her as part of the team! I think when Skipper refers to Marlene, he'd think of her as something more then a friend. Best friend maybe? They seem to enjoy each other's company(ya know, when their personalities don't annoy the heck out of each other)
SO I think that Skipper likes Marlene. Like Like? Hm, maaaaaybe. X3
