Is Fluttershy passive agressive?

I've never watched my little pony before, and I saw a picture of Fluttershy and I said to my friend "shes really cute" and my friend said that she's extremely passive agressive and she seems nice, but isn't. Is that true?

She's often the shyest of the characters, referring to hang with cute animals, than other ponies..
