In my opinion, Fiona Fox is a user. She flirts with way too many men, but never tells Scourge that. I like her combat clothes a lot, and her edgy, tough-lady personality. If she just cut back on that yellow bow, then she'd be on my awesome characters list. (And yes, I have one.) One of my closest friends told me that Fiona's hair is a key aspect in making guys fall head over heels for her. Amy despises her greatly, due to what kind of agreement she did with Sonic.
