They aren't. Like I said, Sonic 2006 is not canon, and it is the basis for many people who purport this. The only reliably canon meeting between the two is at Sonic's birthday party in Sonic Generations (console and PC versions), where they are shown talking to each other during the party in a manner one might speak with other guests one does not know at a friend's party.
Silver and Blaze are worlds apart; Silver being from the future of Sonic's world, and Blaze being from an alternate dimension parallel to Sonic's world. The two no longer share a timeline, creating a massive obstacle for any close friendship.
As for why so many people still believe the two are together, Sonic 2006 created confusion among the fanbase because it's version of Blaze's backstory conflicted with what was established as Blaze's character and backstory in Sonic Rush. As a result, many people were confused over which backstory was official, the issue being further conflated by the fact that many Blaze fans were introduced to her through Sonic 2006's botched portrayal, and despite Sonic 2006 undoing it's story with it's ending, many were still confused, possibly due to the nature of Blaze's disappearance at the end of Silver's story opening the gates to a host of theories stating that she sealed herself in an alternate dimension and that this alternate dimension was the same dimension mentioned in the Sonic Rush series as Blaze's origin. No official word was given on the matter until the 2012 Sonic Boom event, where Takashi Lizuka confirmed the backstories of Silver, Blaze, and Eggman Nega. He confirmed that Blaze was from the Sol Dimension as told in the Sonic Rush series, and that Silver and Eggman Nega were from the future as told in the Sonic Rivals series. Nevertheless, some people are still confused, and it hasn't helped that Silver was seen by Sonamy fans agitated over Sonic Rush as a convenient character to pair Blaze with, and to this day Silvaze is the most popular Blaze ship despite being effectively a crack pairing, and Silvaze fans (who are almost always Sonamy fans as well) frequently use Sonic 2006 and it's telling of Blaze's backstory as the basis for their ship.
