Is the A.R.K. more of a research station for the good of mankind or more of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the space colony A.R.K. But what use was it used for more of? Was it more of a good lab or a bad lab? I'm getting really confused here!
