As far as I know you need either 11 or 12 fans to be able to have a banner and icon. Once you get that you can then open a forum up for people to suggest ideas for an icon and banner. Once you have done that you can open up the polls with the ideas.If you need any help just let me know as you can't just open up the polls in the polls section there's a certain way to do it.Hope this helps :)
