Where was Robin born?

I have read a few fanfictions suggesting that he is from Romania because they have him speaking his first language Romania sometimes. I thought he was from Gotham but then i realized that he was in a TRAVELING circus, so i don't know.
I've tried asking Google but that didn't really help. So Robin fans i am asking you now.
