It's hard to say. Neither of them loved each other enough to give up their obsession (becoming queen, casting the curse) or their pursuit of power. I choose Cora because she went to such extreme lengths not to love him, but I don't thing either of them loved that much.

^you could also argue that because she ripped out her heart she didn't love him enough to give up her life and she loved revenge more then him.

He was willing to start a new life with her, he wanted kids with her... Just another woman that ripped his heart out.

He was the only man she ever loved. Rumple had Milah (despite what a bitch she was) and eventually Belle.

@opalrose Neither Rumple or Cora was willing to forsake power for love. That is what destroyed them.

^ I agree, but I think Rumpel loved more baised on the fact that he was willing - and did- to teach her his power; Cora wasn't willing to do anything.

^ Rumple didnt have anything to lose by loving her. He kept his power, his lifestyle and his quest to find Bae (although I'm not sure how the curse would have been cast had Gina been raised by Rumps). Cora had everything to lose yet she considered giving it all up for him, untill she got cold feet and threw it all away.

No question. he never showed much love for her, he was willing to go with the original deal. He was tempted by her offering, but still. And when she backed out, I think he felt more betrayed and tricked than hurt for loosing a love interest. Compare with the scene when he thinks Belle is dead. I think that with Cora, he was more angry at being beated at his own game. He felt humilliated and outwitted.
Cora taking her heart out was a true sacrifice, I believe she really loved him.

Cora has no heart. Rump did and still does. Plus she betrayed him
