Her love for him was holding both of them back [he couldn't rest in peace, she couldn't focus on her future], so it definately would be best for Regina to love someone new - not necesserly in a romantic way.
Btw, I didn't like Noah Bean's performance in this scene too much :/

I didn't think he did so well in the stable boy but he did well in the doctor. That's my opinion anyways.
