Who and Why is 'King George' supposed to be the 'New Villain' in Season 2??

He was the one who tried to behead Charming. The one who screwed up Snow and Charming's love life by trying to marry him to Abigail (I think).

He's supposed to be the new villain because apparently Gina and Gold are to be redeemed. Or that's what the rumors say.
