I know this was posted 4 months ago but I had to answer it. Yes, if Oakheart was still alive and if this was Bluestar's Prophecy then yeah he should have been in ThunderClan.
Oakheart was willing to join ThunderClan when he found out Bluefur was pregnant. ♥That shows how loyal to her he was to her.♥ But, his heart would've always been loyal to RiverClan, like Graystripe was loyal always to ThunderClan when he went to live with his kits. I don't think Oakheart would've been happy in ThunderClan like he would've thought if he had joined.
