I always figured it was Jace's way of sarcasticly saying that you don't have to put up with any shit from others; like if you asked for oranges then you shouldn't have to settle for lemons, you know? I could be wrong, lol.

I agree with the above answer. He's saying that instead of making the best of the situation, you should fight until you get what you want and not settle for anything less.

Jace never said this. Cassandra Clare said on twitter she doesn't know how that quote came up or where it's from, but Jace never said it in any of the books.

In that context it meant to constantly, and loudly complain about the situation, until the problem was resolved
