I don't really think there is one reason, but I think the most important one is the lack of political will. Politics are often too worried about their financial state and the things that goes with that. They think that being a rich country, so they wouldn't be a third-world country, is more important then for example education and also human rights. As long as those things are okay and no one is really complaining about them, they won't do a thing about them.
