How exactly works the list of fans by Most Contributions???

I've been thinking a lot and I can't realize in what way it works because people who haven't contributed even one thing in the spot are on the top of the list? So please could someone explain to me how this thing works? :D

They are on the top of the list because they have the most rated content, I mean highest rates of 'fan of it' votes acumulated since the begining of the club not only now.
It is a sum of votes, so no matter if ultimately they do not contribute anything because they are still the ones with the most votes.
