Well, that depends on one's definition of 'evil'.

Also, one must keep in mind that there is good and evil in everyone. Like Yin and Yang. It can represent that small traits of another can be in someone. Eg. Small amounts of evil can reside in someone good, and small amouts of good can reside in someone evil.

Everything has an opposite, and each can switch places.

To me, Robotnik is as everything else.
