We have BBC America in the states, which shows both Doctor Who and Torchwood. Torchwood is shown here right after it's shown in the UK (we'll get series 2 in January as well). Doctor Who has just finished series 2 on BBCA, but the sci-fi channel also shows it, and is all caught up if you wanna watch it there.
You can also buy the DVDs here, no problem. Personally, I used bitorrent to download all the episodes, but you can also find them online on youtube, veoh, stage 6 divx, etc.
