I'm not sure we've been told. In the "Impossible Astronaut", we're told that they guided human developement. But in "Vampires of Venice", the vampires fled to earth to escape the Silence. So, they have or had a planet of origen, and for some reason sread throughout the universe. At least that's my understanding.
