What do you think about people using bikinis or board shorts for everyday formal?

i know this girl who take a walk everyday to the bark with just their bikinis on. now there are guys who take a stroll around my neigbourhood with just a board shorts, no shirts, they arent jogging or exerciseing anything.

So what are your thoughts on it???

Maybe they want a tan, but wish to get some exercise done instead of just lying there.
