Could something like sky city actually be built?

I think that if Japan can manage enough money, it could be, but not within our lifetimes.
it's big, and seemingly impossible, look how far technology has come in such little time.
Could something like sky city actually be built?

It may be possible, but not practical. The energy required to offset the pull of gravity would be off the charts. I could see a city built in space. Kind of a supersized space station.

You do know by sky city I mean that 1/3 mile high tower in the picture right, not one that is floating on the clouds.
