Buffy the Vampire Slayer Question

Why didn't Willow heal Tara?

When Tara was shot, why didn't Willow heal her? She took the bullet out of Buffy, and healed her. Why couldn't she do the same to Tara? I know she was shot in the heart, but still, with all her power, Don't you think she could have done it?

I think that Tara had died instantly... too quickly for Willow to do anything. Or maybe Willow was in such shock she didn't think to heal her until it was too late.
