The only way that Him could be Mimi's father is if the mother was a human. because acording to verious things that Jeff said Mimi was posibly a human. Him probaly is Mimi's real father.

But the current story of the PPG comic shows that Blossom is dating with Dexter and anyway, how could a girl like blossom had 'it' with a villain like HIM? That's kind of ridiculous. I would really like that the father of Mimi is Dexter who put up a last stand when HIM is trying to abduct his daughter.
Yes mim is daughter of him and her mother is blossom. Apparently blossom and him had a thing and they had child. Him wanted Mimi for her powers and took her away from her Blossom, making Mimi kill her mother
