How about a list? Let's start with the worst, and work our way up.
Momo: She just...wont...die! Massively ineffective character who's giving constant hints that she's ready and willing to go back to her sadistic, destructive, and insane former captain Aizen. She can't fight effectively, she's tremendously timid in attitude, and she is constantly on the verge of death without ever dying. It seems a bit absurd to me that any character could take a combo like the one she received from Shunsui, Hitsugaya, and Soi Fong and come out alive, and they had to introduce a whole new and ridiculous deus ex machina (the organ regenerating machine) just to keep her alive. And remember, all of this time, she's so distinctly ineffective, I'm wondering why they focus on her at all. The only reason she has any importance is her connection to Hitsugaya, and that doesn't validate all of this.
Aizen: It's been said in part, but it bears repeating and expanding upon. Aizen started out amazing, the guy was the picture of the perfect villain - defeating his opponents mentally, and shattering expectations. Then the guy went off the deep end. The original group invades Soul Society, and Aizen orders the Espada to stay indoors and let them wreak havoc. Then, when he knows that all of Soul Society is defending the fake Karakura Town, he decides it's a great idea to engage them directly. Then, he sends in the Espada, a tremendously important resource, to die against the captains when he could easily have defeated them himself. Then, when he arrives in the actual Karakura Town, he takes a break to prey on the weak and helpless instead of making the damn King's Key. As I figure it, there are only 2 explanations that would satisfy me:
a) The Hougyoku ate his brain. When he put it in his chest, it devoured the neurons in his brain and destroyed his ability to think logically.
b) He wanted to get captured. He set something huge up during all of this, and delayed on purpose to make sure it was fully set up. The prison basement of Soul Society is the only safe place left.
Hitsugaya: I know he has a lot of fans, so I'll explain, though I think jstar's already done that pretty well. His power level fluctuates intensely between weak as hell and able to take on the 3rd Espada, his personality can't seem to be nailed down (he goes from mostly silent and heavily analytical to screaming often and running in blindly, from distancing himself from emotions to overdoing it), and he's generally incapable of doing anything right. I don't know what all the fuss is about with him.
The runner up is Halibel, the walking, talking, bad-fighting contradiction. Treasures her friends so much that she lets them almost die before she enters the fray.
